The estimated cost to the airlines for needed modification and retrofit could easily be in the tens of billions of dollars or more and will take several decades to implement. (See FAA Assessment.) This plan is not affordable by airlines and too slow to implement.

If, however, the FAA mandates AAE's device, AAE will apply an " install now, pay later" plan on all the 6,800 domestic passengers' planes within 6 months. (See FAA Compliance.)
